I haven't traveled internationally for many years. I got the screenshot from my father's phone. Last 2013, I did a review that Globe's international roaming didn't work here in the United States.
Since Globe has a partnership with T-mobile in the USA, the traveler can register while abroad. To register for 24 hours with 10 minutes of calls and 10 all net texts for Php 2,100, simply dial *143# and select Roaming&Int'l > Call & Text > Call & SMS Promos. The message shown above came from GLOBE since it can detect that the phone is currently in the USA.
If you're not registered to the Roam Super Saver promo, Zone 1 users (Asia and America) have the following roaming rates:
Make Calls Php 120/minute
Receive Calls Php Php 60/minute
Send Text Php 20/160 characters

Globe also sent another message for surfing the internet. If the traveler doesn't have any access to Wi-Fi, he can text ROAM SURF 399 to 8080 for 1GB all day access surfing. Cost is Php 399 per day.
